A purchasing framework for Vermont public organizations
The participating addendum authorizes eligible purchasing entities to purchase covered products and services at or below the rates established under the master agreement. Its authorized purchasers include Vermont state departments, offices, institutions, agencies and counties, along with eligible political subdivisions such as cities, towns and school districts, and qualifying Vermont institutions of higher education.
The agreement covers Category 2 software and cloud services and the related services permitted by the contract. Those services can include implementation, configuration, training, maintenance and support, within the awarded scope and the requirements of each purchase.
Connecting procurement work on Projectdoc.com
Projectdog’s platform brings project information, solicitation documents and electronic response workflows into an online project environment. Depending on a project’s configuration, organizations can use document hosting, survey responses, primary or secondary bids, addenda and results workflows.
Organizations considering Projectdog can request a demonstration to review the capabilities relevant to their procurement process and identify offerings within the agreement’s scope.
How purchasing works
The addendum establishes a contract vehicle for eligible purchases. It does not by itself document a statewide software implementation, a minimum purchase commitment or a completed agency rollout.
For State Purchasers, the agreement requires purchasing through the Vermont Agency of Digital Services and competition among awarded contractors unless waived for the specific order under state procurement policies. Additional Purchasers must determine whether use of the agreement is consistent with their own procurement policies and regulations.
AI-enabled products or services for State Purchasers require express written approval from the State Chief Information Officer before the specific purchase. Product availability and each order remain subject to the agreement’s scope, restrictions and applicable approvals.
The addendum’s term follows the master agreement, subject to the agreement’s renewal, extension and earlier-termination provisions.
